町田駅から歩いて数分の市街地にある小さな保育園。

建主は、町田市が公募した小規模保育施設の事業者に選定された正和学園で、町田の郊外に2つの大きな認定こども園(正和幼稚園、町田自然幼稚園)を運営している。

交通量の多い幹線道路に面したビルの1階にあり、面積は150平方メートル程度しかなく、かつてコンビニエンスストアだった場所の改装なので園庭もないが、この保育園の最大の特長は、正和学園が運営する緑豊かな郊外の認定こども園にバスで「つながって」いることだ。

室内に、バスのようなモビリティを象徴する小さなホールを設置している。ここは室内動線のハブになると同時に、来客対応をする受付になり、園児たちがバスに乗って出かける時の待合室にもなる。壁には保育に必要な様々な収納がビルトインされ、ガラスのない窓のような開口部を多く設けることで、必要な視線の通り抜けや空気循環経路を確保している。

近年、町田でも待機児童の問題がクローズアップされている。その数が多いのは人口が集中している市街地なのだが、地価が高いために子供を預けられる施設を増やすことが難しく、地価が安くて施設を増やしやすい郊外になると、逆に待機児童が少なくなるという問題がある。

限られた予算で地価の高い市街地に小規模の保育施設をつくっても、郊外にある大規模な保育施設には環境面で劣ってしまう。まだ年齢が低いうちはいいが、年齢が高くなってくると子供たちは活発になり、狭さがストレスになるからだ。近所の公園に行くと言っても、市街地では公園自体の数も限定されていて、人や車が大量に行き交う中では安全管理も難しい。

そういった規模の問題を解消するため、正和学園では、バスを使って大小の保育施設をネットワーク的に行き来できるようにして、需要と供給のバランスをとる試みが始まった。それがこの「つながり保育園・まちだ」である。

同時に正和学園では、多様性に富んだ新しい保育環境づくりを模索している。例えば、公園・図書館・カフェ・ベーカリーなど、街のあちこちにある施設を、安全面に配慮しながらネットワークに接続すれば、敷地境界を超えて街全体が保育園の活動範囲になってゆく、というものだ。

その考え方が、「つながり」という名を冠したこの保育園の本質なのではないかと感じている。

Tsunagari Hoikuen-Machida, Connected Nursery School-Machida

It is a small nursery school located within several-minute walk from Machida Station, in downtown of Machida, one of the bustling areas in Tokyo.

The client is Seiwa Gakuen, an incorporated educational institution , which was selected by Machida city in public offering to operate small-sized childcare facility in addition to two large centers for early childhood education and care, Seiwa Kindergarten and Machida Shizen Kindergarten that they run.

The nursery school is on the first floor of a building facing main road with heavy traffic, approximately 150 sqm area which used to be a convenience store. It does not have a yard of its own, but it’s biggest feature is an annex yard which is “connected” by bus to centers for early childhood education and care in leafy suburb run by Seiwa Gakuen.

There is a small hall inside the nursery school which symbolizes mobility of bus. It is also a hub of interior traffic lines as well as reception for guests and waiting room for children before getting on a bus. Storage of various size to put things used for children is incorporated in the walls of the hall. Upper half of the walls are window-like openings without glass which allow exchange of glances and circulation of air through them.

In recent years, phenomenon that large group of children persistently on the waiting lists of nursery school has attracted public attention in Machida. Due to dense population of downtown area, the number of children in the neighborhood is large, but due to high land price, it is difficult to build new nursery schools. In suburbs, where the land price is lower and it is easier to build new facilities, there are not as much demands.

Small-sized nursery schools built within limited budget in pricey downtown cannot match large-sized ones in suburb in terms of space and facility. As children get older, they get more active and limited space of activities will be stressful for them. There are not many parks in downtown, and going out to parks is difficult option in terms of safety where there are much traffic of people and vehicle.

In attempt to solve the issue of size, Seiwa Gakuen began balancing demand and supply by connecting their large- and small-sized facilities by bus in network. Their first experiment is this “Connect Nursery Schoo – Machida”.

At the same time, Seiwa Gakuen is exploring to develop a new environment of childcare abundant in diversity. Connecting parks, libraries, cafes, bakeries and other facilities in town to their network, while mindful of safety, could make the entire town the range of activities of the nursery school beyond their premises.

The very idea is the essence of this nursery school called “connected”.
